Description
Duane Lowe, Sacramento County Sheriff, 1971-1983; chief of California State Police and then (after merger with CHP) Deputy Chief of California Highway Patrol, through 1996. Caption: Sacramento County Sheriff Duane Lowe, practices his trade on William Combrink, potentate of the Ben Ali Shrine. The handcuff gag was part of Lowe's initiation as a [sic] honorary member of the Shrine's Keystone Cops group.
