Photograph caption reads: "This section of the Tia Juana [sic] River, guarded by a Border Patrol vehicle on the U.S. side, is where patrolmen have lost control of alien crossings". "South levy of Tijuana River flood control project. 200 yards of U.S. territory that border patrol has all but ceded to Mexicans attempting to cross border. Vehicle right center is a 'War Wagon'--4-wheel drive vehicle specially prepared to resist rock-throwing attacks from high Mexican". Photograph dated Nov. 5, 1978.
