This is a copy of the letter Secretary of State Henry Kissinger sent to Sen. J. William Fulbright, chairman of the Foreign Relations Committee, suggesting the committee review his testimony on the wiretap issue. Kissinger told a news conference in Salzburg, Austria, that "if it is not cleared up, I will resign.
