Photograph article dated February 6, 1957 partially reads, "The Civil Aeronautics Board told Congress today a DC7B airliner that collided with a jet fighter in the Los Angeles area last Thursday was operating under a permit specifically forbidding flight tests 'over congested areas.' Advance voluntary compliance by aircraft manufacturers with a new Civil Aeronautics Board order that all test flights now be made over open water or other specifically approved sparsely populated areas was urged by Mayor Norris Poulson at a meeting of the Pacoima Junior High School PTA."
