'I have been paying taxes here in America for 42 years. Now I want to be able to have a say in government through my vote,' said the citizen-pupil, Mike Student, 60, of 8645 Landon Ave., San Fernando. Student, a rancher, came to the United States in 1908. His dream is to die an American - a dream that evening high school opportunities are helping unfold."
