Brigadier General George I. Back, chief of the Civil Communications Section, writes Mr. C. W. Protzman, expressing his appreciation for Protzman's engineering work for the Civil Communications Section in Japan. He says that Protzman has shown the ability to analyze and solve unique telecommunications problems facing Japan, and that "his achievements in this field may well set the pattern for a truly democratic system of management and may prove the difference between success or failure of the telecommunications manufacturers." Back goes on to say that Protzman's advice and guidance has contributed to accomplishing the Civil Communications Section's mission.
