Text written under photo: "First car over Municipal RR. Twin Peaks Tunnel. Mayor Rolph motorman. Feb 3rd 1918. [caption also applies to photo at bottom of page 182]" View shows Muni car #117 approaching the east portal of the Twin Peaks Tunnel at Market and Castro Streets. The car is westbound on Market; Castro can be seen on the hill to the left. A large crowd has gathered. Policemen can be seen patrolling.
