Well-known for their athleticism while playing football for San Fernando High School, the brothers were highly active in local civic groups as well, including the American Legion and Elks Club. Frank Modugno was especially active with the San Fernando Chamber of Commerce and served as President in 1958. He was also active with the Kiwanis Club, Boy Scouts, and DARE program. He served on the board of trustees for Holy Cross Community Hospital in Mission Hills and acted as the foundation president for Mission College in Sylmar. He was named San Fernando's Man of the Year in 1966 and in 1996 a new stretch of 1st Street, built along the Sylmar Metrolink station was renamed "Frank Modugno Drive," in honor of his many contributions to Sylmar and San Fernando.
