Photograph caption dated April 13, 1965 reads, "Sen. Thomas Kuchel (R-Calif.) said yesterday that he is discussing the possibility of becoming a Republican candidate for governor in 1966. Kuchel was in Los Angeles to talk about Colorado River water problems with the Southland Water Committee."
