He proceeds to talk about how there are many changes occurring in the world, and how changes can benefit some, while being detrimental to others, before moving on to talk about how the status quo can never be the course for the future because change is inevitable. Handy then notes how Keats's concept of the negative capability, the strength to keep going in the midst of uncertainty and chaos, is what's needed for leaders like Gorbachev. Handy closes the thought comparing Keats's idea of negative capability to God's pillar of cloud by day and pillar of fire by night, which was God's sign to the Israelites in the wilderness.
