Photograph article dated April 18, 1950 partially reads, "'American cities that consider themselves possible targets in event of atomic attack must establish civilian defense programs.' That was the warning from Capt. Russell G. Sturges, U.S.N., commanding officer of the Naval Ammunition and Net Depot at Seal Beach, principal speaker before the North Hollywood Rotary Club in the Naval Reserve Training Center yesterday."
