Seated in court are Howard Holtzendorff, former executive director for the City Housing Authority and former assistant, Barbara Rosien. Holtzendorff and Rosien were discharged as top executives of the CHA, but both won a verdict in their favor and were awarded a total of $208,199. Photograph dated October 7, 1964.
