Photograph caption dated July 10, 1956 reads "TV engineer Bill Stulla, affectionately called 'Engineer Bill' by his young fans, receives a special award from Gerald Block on behalf of the Van Nuys Chamber of Commerce. Praise was given for his efforts in aiding San Fernando Valley youngsters. Award was presented at Builder's Emporium, 5960 Sepulveda Blvd." Stulla is host of KHJ's "Engineer Bill's Cartoon Express."
