Photograph caption dated May 27, 1961 reads, "The Valley District Health Center at 14340 Sylvan St. opened its doors Friday after a large symbolic 'key' was presented by Arch L. Field, president of the Los Angeles City Board of Public Works, to Dr. Frederic J. Gaspard, president of the Board of Health Commissioners. At the 2 p.m. ceremony yesterday were, left to right, Dr. George M. Uhl, Los Angeles health officer; Gaspard; Field, and William McCann, representative of Mayor Norris Poulson. The new center replaces the crowded quarters occupied by the City Health Department in the Van Nuys City Hall since 30 years ago when the Valley population was about 100,000 compared to its present 800,000."
