Description
A man opens one of the Sacramento Weir gates at night while spectators look down from above. Text accompanying photo: "State Engineer Edward Hyatt ordered the Sacramento Weir Gates opened at midnight last night when the Sacramento River rose to 28.3 feet. Opening the gates lowered the river two feet at Sacramento."
