Photograph caption reads: "Fence separating Mexico from U.S. at Tijuana is broken down in some places and has gaping holes in others where illegals come through both day and night". Photograph caption for Oct. 24, 1978 reprint reads: "This is where the illegal aliens' journey begins (left): the ramshackle border". Photograph caption for May 20, 1979 reprint reads: "The broken-down fence at the U.S.-Mexican border will be replaced with a new, impenetrable design soon. Work may start in two weeks on 5.6 miles of high metal fencing along the San Ysidro section of San Diego, the U.S. Border Patrol says. That is the spot most illegal aliens choose to slip over the border. The project is expected to cost nearly $2 million and be completed by the end of the year". Photograph dated: Aug. 12, 1977.
