A boy poses next to a tree at Avalon Gardens, a public housing development of 164 homes located in the Southeast section of Los Angeles. This development was one of ten comprising 3468 public low-rent homes constructed by the Housing Authority with funds made available by the Housing Act of 1937. Prior to acquisition, seven of these ten sites were fully occupied by slums, two were half slum, and one was vacant.
