Photograph caption dated February 21, 1961 reads, "David Felber, 11615 Kittridge Ave., North Hollywood, is one of 1,400 Valley militia members who took part in the traditional annual 'Muster Day' Maj. Gen. Charles A. Ott, commanding officer of the 40th Armored Division, says his Southern California units are in the 'highest state of readiness in peacetime history.'"
