Newspaper article by Dave Siddon states, "Faced in the past with the problem of suspects taking refuge on a roof after the arrival of officers, the West Valley police are now using a collapsible 25-foot ladder to help apprehend roof top culprits."
Photograph caption dated March 10, 1960 reads, "Roof Burglars Beware! Officer John H. Parker demonstrates steps now used by West Valley Division in giving chase to burglars taking refuse on rooftop. Collapsible 25-foot aluminum ladder is never further than 10 minutes away from any point in West Valley.
