The first message lists cameramen with whom BH expected to negotiate; the second, sent to Bonn, Copenhagen, Dublin, Geneva, Hong Kong, Karachi, Leopoldville, Singapore, and Tel Aviv gives directions for forwarding the packets to cameramen BH had already selected. Accompanied by a cover note from Betty Clark at the USIA.
