Photograph caption dated May 5, 1961 reads "Chisholm." The article partially reads "'I think Navarro will win 3-to-1, and I think he'll be a good controller,' said Alex Chisholm, principal Hoye supporter and chief deputy controller." Chisholm was referring to a race between Los Angeles City Controller Dan Hoye and challenger Charles Navarro. Hoye's age and absences from work due to illness led his supporters to believe he should leave office. Navarro won the election.
