Photograph caption dated December 28, 1962 reads, "With grandson, Todd Lundquist, 2." Hoyer is requesting that the city of Los Angeles use public funds to create a teenage work corps program in order to decrease the problem of juvenile delinquency in the city. He lives in Tarzana, CA with his daughter and grandson.
