Photograph caption dated January 2, 1963 reads "After the election, back to work." The article partially reads "Mrs. Clifton, Granada Hills, was to be sworn in today as chief of California's division of industrial welfare--the only woman to head a state agency. But for Mrs. Clifton, the distinction is no novelty: she held the position from 1959 until last March, when she resigned to raise funds for Gov. Edmund G. Brown's reelection."
