Text written under photo: "Mrs. Bessie Agnes Dwyer-delegate from Philippine Islands to the National Democratic Nominating Convention, A Lawyer, Librarian and Lecturer-First woman to enter the Library of Congress in a clerical capacity (1892) First woman to be appointed on the Board of Public Welfare and Associate Charaties [sic] Manila. P.I. where she spent seventeen years-She is a fluent speaker on Public Questions."
