Photograph was edited for publication purposes Photograph caption dated March 17, 1964 reads, "Fire and police equipment masses in the 3100 block of North Lamer Street in Burbank Hills to form a battle line as fire approaches around bend in road at right. Even as firemen prepared, residents loaded cars to flee flames." The article partially reads, "Gov. Edmund G. Brown today declared fire-ravaged sections of Burbank, Glendale and Eagle Rock a disaster area, paving the way for the federal government to issue a similar declaration to seek federal assistance if necessary...The first report came about 6 a.m. yesterday from the Whiting Woods district in Glendale, east of the Verdugo Hills.
