Photograph caption dated November 18, 1940 reads, "Surrounded by reporters and cameramen, Ambassador Kennedy is shown when he held a press conference. Asked why he returned to the United States from England, he said: 'I was called home for consultations.' Asked whether he planned to return to London, he replied: 'I have no plans to return.' He declared opinion in England was divided over whether American should enter the war, but said all appreciated the help given."
