Description: What could lure all these sunbathers away from the beach? Two young ladies who have removed the tops of their bathing suits, that's what. Some 250 curious spectators gathered in the parking lot at Santa Monica Beach to cheer on or leer at the young women who claim they are testing the nudity law in Santa Monica. Police watched but made no arrests. Photo dated: July 2, 1972.
