Photograph was edited for publication purposes Photograph article dated December 3, 1963 partially reads, "Police Capt. Robert Richards operates in much the same manner as a military strategist. Richards commands the Los Angeles Police Department's Foothill Division Station in Pacoima. Where a general might plan troop movements for a skirmish, Richard plots his force deployment for the battle against crimes. Richards, 45, took command of the North Valley police department in August of 1961, although the station was not opened until the following month. Richards worked on the station several months prior to the opening."
