Mrs. Fanny Bixby Spencer, daughter of Jotham Bixby, founder of Long Beach. Mrs. Fanny Bixby Spencer was the first police matron of Long Beach. Remembered for her work starting the Costa Mesa Library. She rented the second Library site (East 18th and Newport) d. March 31, 1929.
