Photograph article dated August 11, 1954 partially reads, "City planning commissioners have promised a decision Aug. 19 on a proposal to rezone a 56-acre Canoga Park tract for use as a site for a new nuclear physics research laboratory and rocket engine factory. The commission conducted a hearing yesterday on an application by North American Aviation to rezone the tract, a corner of the Warner Ranch property, to permit construction of a $10,375,000 operation which would place 3,000 Valley men on a $16,500,000 annual payroll." Photograph caption reads, "For - Harry Warner, 73, shakes fists as he appeals for Planning Commission to rezone land for new development.
