Description: Shown in 1988 is the exultant release of balloons at the groundbreaking for the expansion of the Sacramento City Library’s Central Branch, located at 828 I St. The balloons were released from the upper floors of the old section of the library. In the distance at the northwestern corner of Eighth and I streets is the Sacramento County administrative building.
