Notice to enemy aliens. "Enemy aliens" must not use any boat leaving a wharf, pier or dock in the Southern District of New York. This applies to all forms of boats used for any and all purposes excepting ferry boats, and the latter may be used only for necessary transportation to and from the place of employment or business of "enemy aliens."
