Description: President Ford seized the initiative from Congress 1/23 and imposed higher tarrifs on imported oil to launch his anti-recession and energy program. Watching the President sign the proclamation at the White House are (left to right): Frank Zarb, Federal Energy administrator; Alan Greenspan, chairman of the Council of Economic Advisors; and William Seidman, assistant to the President for Economic Affairs.
