Description
Document reprints a letter from Los Angeles Mayor John Clinton Porter to the city's Board of Water and Power Commissioners. Mayor Porter requests that the Board of Water and Power conduct fair business deals with land owners in the Owens Valley and Mono Basin in order to avoid land speculators who would profit from the sale of Owens Valley and Mono Basin land to the City of Los Angeles. On the first page of document, the Board addresses the people of the Owens Valley and Mono Basin.
