Photograph article dated July 1, 1961 partially reads, "American Legion District 20, which encompasses mainly Valley territory, has within its boundaries a man and a teenager who are very important to Boys State. Boys State is "a laboratory of practical political science." Its sponsors, the American Legion, stage the program yearly in Sacramento for 800 boys who elect city, county and state officials in the model state they set up. The important man is Philo Chambers, 5321 Wrightwood Dr., North Hollywood, chief counselor for the program for the past 12 years and the single person most instrumental in putting together the yearly Boys State. The boy is Lad Margolin, 16, 3727 Tracy St., Los Angeles. Margolin was elected to the lieutenant governorship in Sacramento at this month's model government session - the second highest office in Boys State."
