Photograph caption dated June 21, 1985 reads, "About 250 senior citizens rally outside Los Angeles City Hall to protest the Reagan administration's proposed reductions in the Medicare and Medicaid programs. The rally followed a protest at the Bonaventure Hotel, which is hosting a conference organized by federal and state departments that administer health care. Back in Washington, however, the mood was more festive. A $350,000 celebration, including a White House bash, is being planned to mark this summer's 20th birthday of the health care programs."
