Photograph article dated July 21, 1963 partially reads, "Thirty-eight Valley area students are pinning their plans for a college education on the special session of the Legislature, hoping lawmakers will restore $410,000 in scholarship funds to the 1963-64 budget. The students are among 640 in California who saw their state-granted scholarships go down the drain when legislators slashed Gov. Edmund G. Brown's proposed budget last month."
