Autograph letter, signed, describing French naval operations and activities of British forces. The letter is written in numerical code, and is decoded, by Destouches, in French. "Duplicate" is written in the upper left-hand corner of the first page; the letter is dated "A Philadelphie le 16 Janvier 1781" at the top of the first page. The letter is addressed to Destouches in the lower left-hand corner of the first page. On the sixth and last page are three lines of conclusion, in French, with La Luzerne's signature.
