Photograph was edited for publication purposes Photograph caption dated April 16, 1964 reads, "Volunteer pickets outside the Valley Internal Revenue Service office appeal to last-minute taxpayers to support the 'Liberty Amendment.' This would end income taxes and force sale to private concerns of '700-plus government agencies operating some 19,000 business firms.' Edward Turner, local Liberty Amendment Committee chairman, maintains that income tax revenue would be replaced by increased corporate taxes and lowered governmental costs." The IRS office was located at 7101 Sepulveda Boulevard, Van Nuys.
