Photograph article dated September 7, 1961 partially reads, "After two delays for more investigation, Mid-Valley Councilman Ernani Bernardi is due to take a stand. On sidewalks. The subject is the Gloria-Vanowen sidewalk district surrounding the Bassett Street Elementary School. Bernardi's decision could have considerable bearing on 19 other school sidewalk districts now pending. On Sept. 26, the City Council will meet to decide whether to proceed with a large sidewalk project around Bassett, despite heated protests from some nearby property owners." Photograph caption reads, "Intersection on Gloria avenue in disputed sidewalk district - PTA leaders want children on sidewalks instead of in streets."
