This picture, first to be taken under a special permit from the War Department, shows why it is necessary to complete the Municipal Airport. British training ships are lined up on the ramp ready for delivery to Canada. At the left on the runway is an Army medium bomber awaiting its turn for a test. In the foreground are U.S. Army trainers for which there is no room on the ramp. The jam has made it necessary to enforce rigid traffic rules.
