Associated Press text accompanying photo: "Although the flood waters of the Sacramento River were receding on Mar. 31, these homes at Rio Vista, Calif., remained almost completely surrounded by water. Thousands of acres were still inundated, but clearing skis brought cheer to the wet and weary residents."
