Description
"Men assembled awaiting a 'ticket' to enter the City Shelter, part of which can be seen in the upper left side of photo. Bare ground between wash on line and assembled men is the site of the waterworks building (reconstructed and now the Discovery Museum). View is looking south along Front Street. The crane in the upper right side of photograph is still in place."
