Dial Torgerson, the Los Angeles Times bureau chief wears a brown suit and holds a notepad and pencil with three homeless children. Behind them are other people walking int he same direction and trash is scattered around them. The 80's were considered the "lost decade" because of Mexico's debt crisis. This was due to the falling oil prices that left Mexico without foreign currency to pay off its $80 billion debt. This in effect, increased high levels of unemployement. In 1981, 52.5 percent of households in Mexico were considered poor.
