Description
Construction of school facilities for the San Fernando Valley Association for Retarded Children, later known as the New Horizons Center, was built at 15725 Parthenia Street, Sepulveda.
Photograph caption dated December 30, 1959 reads, "Mrs. Melvin J. Schlowitz, foreground, president-elect of San Fernando Valley Association for Retarded Children, looks at building plans for first unit of school as Mrs. R. B. Womack, treasurer, turns first spade of earth in ceremonies attended by, from left, L. J. Regenstreif, Arthur Baker, vice president-elect; Leroy Schmidt, trencher operator; U. C. Iacuanillo, Crest Construction Co.; H. L. Brown Marvin William, Mrs. Sidney Siggia and Mrs. Schlowitz."
