Description: In a reprinted notice from October 29, 1923, Kluegel discloses that the City of Los Angeles has recently applied for a permit to "appropriate unappropriated water" in Inyo County. Kluegel gives details on the request and provides information for those who wish to protest. Kluegel is listed as the Chief of Division of Water Rights in the State Department of Public Works.
