Photograph caption dated January 5, 1962 reads, "That's what Frank Wilcox, honorary mayor of Granada Hills, urged Thursday. With him is Mrs. Roy Carter, 10531 Whiteoak Ave., Granada Hills, who was stricken with polio in 1953 and has had three subsequent operations paid for by the March of Dimes. Wilcox proclaimed January March of Dimes month throughout Granada Hills and urged support and contributions."
