Photograph caption dated May 8, 1965 reads, "Los Angeles County Supervisor Ernest E. Debs, left, and Attorney Orville O. Clark, vice president of the Mental Health Association of Los Angeles, ring 300-pound bell to begin Mental Health Fund Drive in Los Angeles County." The article partially reads, "The bell, made from the metal of chains and shackles once used to restrain mental patients, will remain on exhibit at the Administration Bldg., 225 N. Hill St., through May 11."
