The photo caption in the Sacramento Bee of March 31, 1974 pertinent to this photo states: "The rain which has been pounding Northern California has created high water problems in many areas. . . . At right, Jack Stevens of Dunsmuir checks the sandbagging installed to protect his yard and home from the waters of Dunsmuir Creek after storm drains became clogged."
