B. Inoue, of Sumitomo Rubber Industries, Ltd., writes Mr. K. Hopper listing the letters he received from him. Inoue discusses bottom-up and top-down management in Japan. He shares that when he first became president of Sumitomo Rubber Industries, Ltd., he took three executives from Sumitomo Electric Industries, Ltd. with him and did his best to re-educate the Japanese top and middle management who had worked under a British president. Inoue talks about his deep captivation for the scientific process of business management as identified in Fig. 411 of the CCS (Civil Communications Section) seminar and accepting QC as part of operations management. He goes on to say that Dr. Sarasohn opened Dr. Nishibori's eyes to QC and that he was the one that introduced Dr. Deming to the Union of Japanese Scientists and Engineers (JUSE). The letter contains Inoue's original signature. The letter also contains original handwritten notes and markings. In addition, the letter contains an original handwritten "39" written in two places on the top, right corner.
